Could a plastic surgeon give a girl who is over 18 but under 22 silicone filled Breast Implants? Is this only for reconstructive purposes? What are the penalties if they DO use silicone in a patient under 22? Also, this is pertaining to a certified surgeon practicing in New York state

I am not sure why you are referring to 22? A woman is responsible for their own body at 18. If there is a law about silicone between 18 and 22, I know nothing about it.

You make a very good point. It basically is the exact same thing in my opinion. If you’re fake you shouldn’t be able to compete with the women who have real breasts. They could simply have separate contests just for women with breast implants.
